What Is Etsy's Regulatory Operating Fee? Rates for France, Spain, Italy and the UK

The Regulatory Operating Fee is one of those Etsy charges that can look like a rounding error until you notice it on every sale. It is not a listing fee, and it is not a tax collected from your buyer. It is an additional seller fee that Etsy applies in certain countries on top of the usual Etsy fee stack.

For sellers in France, Spain, Italy and the UK, it is worth knowing exactly where it comes from and what it applies to. The short version is simple: it is based on your order total, so it rises with the price and shipping you charge.

Why Etsy charges it

Etsy says the fee reflects the increased cost of operating in countries with additional regulatory requirements. In plain English, Etsy treats it as part of the cost of meeting local e-commerce and consumer-protection obligations.

That does not mean every European seller pays it. Most of the countries covered by our calculator currently have a rate of 0%. The fee is tied to the seller’s location, not the buyer’s address. A French seller can pay it on an order going to Germany; a German seller does not start paying it just because their buyer is in France.

What the fee is calculated on

The fee is charged on the item price, shipping and any gift-wrap or personalisation amount. It is not a percentage of your profit. That distinction matters when you sell lower-margin products or charge substantial shipping.

Say you raise your shipping price to cover a more expensive tracked service. That can be sensible, but the Regulatory Operating Fee still applies to that shipping amount. The same is true of gift wrap and personalisation when you charge for them.

It is one layer of the wider fee stack, not a replacement for any other charge. You may still see a listing fee, Etsy’s transaction fee, payment processing, Offsite Ads where applicable, and currency conversion when your listing currency differs from your payment-account currency. Does VAT apply to the Regulatory Operating Fee?

It can. Etsy says the Regulatory Operating Fee is subject to VAT where applicable. If you do not have a valid VAT number on file with Etsy, VAT may be added to the fee just as it can be added to other Etsy seller fees.
